Next batch deadline: January 1, 2027 (the CPUC moves a deadline that falls on a holiday or weekend to the next business day). Applications are accepted any time and reviewed in batches after each January 1 and July 1 deadline, until funds run out.
What it is: grants and loans from the CPUC's California Advanced Services Fund "to low-income communities including but not limited to publicly supported housing developments, and other housing developments or mobile home parks with low income residents" to connect broadband networks. The account "will finance up to 100 percent of the costs to install inside wiring and broadband network equipment." Funding for FY 2026–2027: $28.141 million.

Who can apply

  • Publicly supported housing developments: multi-unit developments wholly owned by a public housing agency or by a 501(c)(3) nonprofit that received public funding to subsidize housing for low- or very-low-income residents.
  • Since Decision 24-03-041 (March 2024): non-publicly-supported developments too, including tribal housing, mobile home parks and other housing in low-income areas, plus internet extension projects. Tenant protections apply for applicants other than publicly supported, tribal and farmworker housing.
