What it is
Certified Enrollment Entities are "entities and organizations that are eligible to be trained and registered to provide in-person assistance to consumers and help them apply for Covered California health plans."
Requirements
- Show that you have existing relationships, or could easily build them, with consumers who are likely to be eligible.
- Meet any licensing, certification or other standards set by the state or Covered California.
- Provide information that is culturally and linguistically appropriate.
- Staff who enroll consumers must complete Covered California's certification.

Talk to Covered California first
Covered California's Certified Enrollment Counselor Help Desk, 855-324-3147 (CommunityPartnerCertSupport@covered.ca.gov), gives contact details for enrollment entities in your area and explains the certification steps. Individual counselors become certified by affiliating with a Certified Enrollment Entity: request an application from the entity, complete it, and the entity approves the affiliation. Ask the help desk which entity types are open to your organization now, including options that don't come with a grant, and when the next funded Navigator application opens.
