Federal recognition required. The Round 3 NOFO defines a "Tribal Government" as the governing body of a tribe "individually recognized ... in the list published ... pursuant to section 104 of the Federally Recognized Indian Tribe List Act of 1994 (25 U.S.C. §5131)." A tribe that is not federally recognized does not qualify as a Tribal Government under this program.
