What you get

HVIP cuts the price of an eligible electric, hybrid, or hydrogen truck or bus at the time you buy it. You do not wait for a rebate. The dealer takes the discount off the purchase order.
Base voucher amounts depend on vehicle class:
  • Class 2b zero-emission truck: $7,500 base / $9,000 for small businesses
  • Class 8 battery-electric truck: $120,000 base / up to $330,000 for small businesses
  • Class 8 fuel-cell truck: $240,000 base / up to $420,000 for small businesses
  • Zero-emission transit and school buses: up to about $175,000
  • Fuel-cell trucks and buses: up to about $315,000

Who qualifies

You can use HVIP if you are any of these:
  • An individual owner-operator
  • A small business
  • A larger corporate fleet
  • A school district or municipal fleet
  • A nonprofit
  • A California Native American tribal government

Extra money for disadvantaged communities

If the truck or bus will be based ("domiciled") in a Disadvantaged Community (DAC) or a nearby Low-Income Community, you can get an extra 15% on top of the base voucher. To qualify for the DAC bonus you must be:
  • A public fleet or nonprofit (no revenue cap), OR
  • A private small fleet with 20 or fewer trucks/buses and under $15 million in annual revenue, OR
  • A California Native American tribal government (any size, any location)

How to apply

You do not apply directly. The dealer does it for you.
  1. Pick a vehicle from the HVIP Vehicle Catalog: https://californiahvip.org/vehiclecatalog/
  1. Find an HVIP-approved dealer (listed next to each vehicle in the Catalog).
  1. Sign a purchase order. The voucher amount comes off the price.
  1. You and the dealer sign the Terms and Conditions form.
  1. The dealer submits the voucher request to HVIP.

Common pitfalls

  • Funding runs out. Vouchers are first-come, first-served. When the pot empties, the program closes until the next allocation. Move quickly if a vehicle you want is available.
  • The dealer must be HVIP-approved. Buying from a non-approved dealer means no voucher.
  • The vehicle must be on the Catalog. A truck that looks similar but is not listed will not qualify.
  • Small-business status matters. The enhanced "small business" amount has revenue and fleet-size limits. Confirm before signing.
  • DAC bonus requires the vehicle to be based in the qualifying area — not just driven there. The domicile address is what counts.
